יואב כסלו ז"ל

בסוף החודש הקודם הלך לעולמו פרופ' יואב כסלו, ממייסדי המחלקה לכלכלה חקלאית בפקולטה לחקלאות של האוניברסיטה העברית, ומבכירי הכלכלנים החקלאיים בישראל. יואב היה אדם ייחודי, ערכי, בעל אישיות נאצלת, אינטלקטואל במובן הכי עמוק של המילה, ומורה הדרך של רבים מאתנו שעוסקים בכלכלה חקלאית וכלכלת משאבי המים בישראל.

יואב נולד, גדל והתחנך בחיפה והתוודע לחקלאות בעת שירותו הצבאי בנח"ל, שכלל תקופת הכשרה חקלאית ושל"ת בקיבוץ מחניים בעמק החולה, העמק בו יעסוק כפרופסור לכלכלה כשני עשורים מאוחר יותר. לאחר תום השירות הסדיר בצבא, המשיך בלימודי חקלאות וכלכלה חקלאית בפקולטה ואת לימודי הדוקטורט השלים ב 1965 במחלקה לכלכלה היוקרתית ועתירת פרסי הנובל באוניברסיטת שיקגו. עם שובו לארץ באותה שנה החל בקריירה אקדמית מופלאה במחלקה לכלכלה חקלאית, אותה ניהל בשלוש קדנציות נפרדות והיה ממעצבי דרכה במחקר כמותי וממובילי שאיפתה למצוינות אקדמית. יואב היה מרצה נערץ ע"י הסטודנטים במחלקה והקורס "תורת המחירים" שלימד הפך לאגדה בקרב בוגרי המחלקה לדורותיהם. אף פעם לא ויתר על העומק והריגוריות המתמטית בהוראה, אולם מנגד הפליא להסביר מושגים מורכבים בכלכלה באמצעות דיאגרמות ודיון אינטואיטיבי. במהלך השנים הדריך עשרות רבות של תלמידי מוסמך וכמניין תלמידי מחקר בנושאים מגוונים, שרובם ככולם קשורים לכלכלת החקלאות ומשק המים.

יואב היה חוקר מצטיין, בעל שם עולמי בתחומי כלכלת החקלאות וכלכלת משאבי המים. הוא פרסם עשרות רבות של מאמרים בכתבי-עת אקדמיים מן השורה הראשונה, כולל הבמות החשובות ביותר בכלכלה וכלכלה חקלאית, וכן פרסם ששה ספרים אקדמיים, אחד מהם עוסק בניתוח עלות-תועלת של פרויקט הניקוז של עמק החולה. מחקריו היו לפורצי דרך ומצוטטים דרך קבע בשלשה תחומים עיקריים. תחום אחד הוא מחקר חקלאי. תחום שני הוא הערכת חשיבותם של הטכנולוגיה והמחירים היחסיים להסבר הגידול בגודל המשקים החקלאיים ומיכונם. התחום השלישי הוא כלכלת מים, בעיקר בהקשר הישראלי. בנושא האחרון פרסם עשרות מאמרים מקצועיים בעברית, אולם מאמריו התפרסמו גם בבמות בין לאומיות. זכיתי לערוך עם יואב מחקר בתחום של אסדרת משק המים ועמידות כלי מדיניות שונים בפני לחצים פוליטיים. ממצאי מחקרנו התפרסמו במספר כתבי עת וספרים ובכללם כתב עת מוביל בכלכלה Journal of Political Economy (JPE). בהמשך בחרתי להרחיב בנושאים הראשון והשני בהם תרומתו של יואב למחקר האקדמי בכלכלה חקלאית זכתה להכרה בין לאומית רחבה.

בתחום המחקר החקלאי יואב שיתף פעולה עם בוב אוונסון מאוניברסיטת ייל. במאמר שהתפרסם גם הוא ב- JPE בשנת 1973 נתחו השניים את הגידול ביבולי החיטה והתירס בשנים 1948-1968, ב-75 מדינות ברחבי העולם. במחקר נאמדה תרומתו של המחקר האקדמי האגרונומי להגדלת היבול. היקף המחקר נמדד ע"י מספר הפרסומים המדעיים בתחומים הרלוונטיים וערכו של הידע הגלום במאמר מדעי שפורסם נאמד בעשרות אלפי דולר לשנה. זוהי תרומתו הישירה של המחקר במדינה בה נערך. בנוסף, לכל מאמר שפורסם השפעות חיצוניות חיוביות על מדינות אחרות שנאמדות גם הם בעשרות אלפי דולר. השורה התחתונה היא שלמחקר המדעי בתחומי החקלאות תשואה גבוהה. בשנות ה 70 של המאה העשרים (לאחר תקופת המדגם במחקר) התרחשה "המהפכה הירוקה", במהלכה גדלו יבולי הדגנים באופן דרמטי. במאמר, יואב ובוב הזהירו שאין לנו לצפות ששעורי הקידום הטכנולוגי האדירים שאפיינו את המהפכה הירוקה יהיו ברי קיימא. כי הרי הצלחת המחקר היישומי תלויה בפער בין הידע הבסיסי והטכנולוגיה שיושמה בפועל, פער שהיה גדול במיוחד ערב המהפכה הירוקה ולכן ההצלחה האדירה של המחקר היישומי. ואומנם מספר שנים לאחר מכן, במאמר נוסף בכתב העת המוביל JPE, פיתחו יואב ובוב מודל מתמטי מרשים שמתאר את המחקר היישומי בחקלאות והסלקציה של זנים חדשים ופרודוקטיביים יותר כתהליך של דגימה מתוך התפלגות נתונה על ציר היבול. לעומת זאת, מחקר בסיסי מעתיק את ההתפלגות כולה בכיוון של הגדלת היבול. מודל זה מהווה עד היום בסיס עיוני לניהול כלכלי של מחקר חקלאי והקצאת משאבים אופטימלית בין מחקר בסיסי ויישומי.

התחום השני בהם מחקריו של יואב הם פורצי דרך, הוא ההסבר הכלכלי לתהליך המיכון של החקלאות והגידול בגודל המשקים החקלאיים. במאמר שהתפרסם ב-1982 ב-JPE עקבו יואב ושותפו למחקר וויליס פטרסון מאוניברסיטת מינסוטה אחר התפתחות החוות בארה"ב. בשנים 1930-1980 השטח המעובד לחווה גדל פי 2.5, ומספר החוות צנח מ-6.3 ל-2.7 מיליון. למרות הגידול של גודל החוות, רק 2.4% מהמשקים הפעילים היו חברות ולא משקים משפחתיים. מספר העובדים במשק ממוצע נותר יציב להפליא לאורך התקופה (שניים), אולם השכר גדל פי 2.3 בדומה לשיעור הגידול של השכר בתעשייה. מחיר המכונות נותר כמעט ללא שינוי, המחיר היחסי של עבודה ומכונות גדל פי שניים ומלאי המכונות גדל פי עשרה. מעניין לציין שהמגמות הללו של מיכון וגידול החוות החקלאיות שצוינו על ידי יואב ושותפו ממשיכות גם בשנים באחרונות. נכון לשנת 2015 מספר המשקים בארה"ב ירד ל-2 מיליון, אולם עדיין רק 6% מהשטח המעובד נמצא בידי חברות, האחראיות רק 10% מהפדיון. גם היום, חלק הארי של התפוקה החקלאית בארה"ב מיוצר במשקים משפחתיים. שאלת המחקר שנבחנה במאמר היא האם השינויים הללו הם תוצאה של יתרונות לגודל בחקלאות (זו הייתה ההשערה המקובלת) או תוצאה של התייקרות העבודה יחסית להון/מכונות. במחקר עיוני ואמפירי נמצא שהמניע העיקרי למיכון וגידול החוות קשור לשינויים אקסוגניים לחקלאות, בעיקר עליית השכר בעיר שגרמה לבעלי משקים לנטוש את החקלאות ולהגר לעיר. החקלאים הנותרים הגדילו את המשקים, הגדילו את הכנסתם וצמצמו את פערי ההכנסה בינם לבין תושבי העיר. בשנים האחרונות יואב עסק במחקר דומה בהקשר של השתלבות העובדים הזרים בחקלאות הישראלית שגרם להפחתת עלות העבודה השכירה יחסית להכנסת מנהלי המשקים ועקב כך לגידול בגודל משקים והקטנת מספרם. אני ממליץ למקבלי ההחלטות לקרוא את סדרת המאמרים שיואב פרסם בתחום, שהינה רלוונטית גם בעת הנוכחית.

לנוכח הישגיו המרשימים במחקר וההוראה, יש שיחשבו שיואב הקדיש את כל עתותיו לעבודתו במסגרת מגדל השן האקדמי, אולם לא כך הוא הדבר. החקלאות ומשק המים בארץ היו יקרים לליבו והוא הזדהה עם כאבם ומצוקתם של חברי קיבוצים ומושבים בגין השינויים הכלכליים-חברתיים הגדולים שחוו בעשורים האחרונים, למרות שסבר כי שינויים אלה היו מחויבי המציאות. יואב לא הסתפק בהזדהות, אלא היה שותף של ממש בהיווי המדיניות החקלאית והמדיניות במשק המים וחדשות לבקרים ניתן היה למוצאו במשרד החקלאות, ברשות המים ובמסדרונות אגף התקציבים באוצר. אנשי המקצוע במשרדים הנ"ל העריכו את בקיאותו ברזי הכלכלה ובקשו את עצתו. דוגמא למדיניות שיואב היה בין מעצביה היא החלפתה של קרן האיזון בהיטלי ההפקה במסגרת תיקון 11 לחוק המים בשנת 1999. על היטלי ההפקה, לפי תפיסתו של יואב, לייצג את הערך האלטרנטיבי של המים (מחיר הצל) והטלתם הכרחית בכדי ליצור תמריצים כלכליים נכונים לשאיבה ברמה הכדאית ממקורות המים הטבעיים המוגבלים של ישראל. השנה, במסגרת תיקון 27 לחוק המים, בוטלו היטלי ההפקה, ויואב, שהצר על כך, הסביר זאת לקובעי המדיניות ואף פרסם את ביקורתו מעל דפי העיתונות המקצועית בארץ. בהקשר זה יש לציין את מאמריו הרבים בכתבי עת מקצועיים בעברית, שאינם זוכים להכרה אקדמית, אולם היו חשובים בעיניו בשל תרומתם לדיון הציבורי והיווי מדיניות נכונה. נכונותו לתרום למדיניות הציבורית ניכרת גם בחברותו בשורה של ועדות ציבוריות וממלכתיות, ביניהן הוועדה לאסטרטגיה חקלאית, וועדת אוטולנגי למנהל המחקר החקלאי, וועדת ארלוזורוב למשק המים, וועדת זוסמן למדיניות חקלאית, וועדת גרונאו, הוועדה המייעצת להסדרת תעריפי מים וביוב לתאגידים, וכן וועדת החקירה הממלכתית לניהול משק המים.

יואב היה כאמור אדם ערכי ואני רוצה לסיים את המאמר בציון שתיים מתרומותיו לחברה הפחות ידועות לציבור. הראשונה קשורה לשירותו הצבאי במסגרת המילואים ביחידה לאיתור נעדרים, אית"ן 5701, שהוקמה לאחר מלחמת יום הכיפורים. בצניעותו, רק מעטים ידעו על כך שהיה ממקימי היחידה וממוביליה, אולם חבריו ליחידה לא שכחו את תרומתו וציינו זאת במודעת אבל שפורסמה לאחר מותו. התנדבות נוספת שלא רבים יודעים עליה היא נוהגו במשך שנים לסייע בהתנדבות לפלשתינאים בענייני רישיון עבודה בישראל. כמו בכל דבר שעשה, זה היה בצניעות גדולה ובמסירות רבה.

יואב היה מורי ורבי ומצפן לדרכי האקדמית, יהיה זכרו ברוך.

הפרס הוענק על מחקריו ומאמריו מעוררי ההשראה, על תרומתו לתחום הכלכלה החקלאית למשק המים ולסביבה,
על שנים של הוראה והצמחת דורות חדשים של חוקרים על חברותו בוועדות השונות שקבעו את גורל משק מים, 
על מאבקיו לקיימות ולשקיפות, על ראייתו הרחבה, דעותיו העצמאיות ותרומתו לייצובו ולעיצובו של משק המים
